His topic will be "Two-Mississippi : Viewing Social and Ecological Changes on the Upper Mississippi River since the Lock and Dam Project."\n\nDr. Fockler is an assistant professor of geography and environmental studies. \;\n\nIn 1930\, Congress authorized the construction of the lock and dam system on the Upper Mississippi River\, to guarantee that it would remain navigable.
